From abroad the practical route is usually a consulate or a power of attorney. The requirements change, so check the current procedure with the system itself.
No. Sejam is the registration system holding your identity profile in the capital market; Sahame Edalat is the shares the state distributed. You need a Sejam profile with a valid IBAN in order to receive the Sahame Edalat dividend.
