A page that loads forever, an app stuck on its own logo, a “cannot reach server” error that explains nothing. This covers where the block actually happens (before the server knows who you are) and why that makes the errors so useless. Also why an ordinary VPN that puts you in Germany is the exact opposite of what you need.
The most common dead end for Iranians abroad: the IP is fixed, the banking app loads, and now the bank wants a password sent to a number you no longer carry.
