These are a little different from other Iranian sites. Divar's front page sometimes loads from abroad and you assume everything is fine — until you try to sign in, post a listing, reveal a phone number or open a chat. That is where it stops.
The reason is that the sensitive parts — mobile sign-in, contact reveal, chat and listing creation — are wired to services that reject foreign connections or flag them as suspicious. The result for you is a site that appears to work but cannot be used for anything useful — the half-block case.

Divar is a city-based site. If you sign in before setting a city, you may see irrelevant results. Once connected, pick your city manually — Tehran, Isfahan, wherever your property or family is — so you get the right listings. That setting lives in the site itself and has nothing to do with the VPN.
