You own property in Iran and the portal will not open

The National Property and Housing System (Amlak va Eskan) is where owners and residents are required to self-declare their residence and property details. That declaration is tied to tax matters — including the empty-home tax — which is why ignoring it has a cost.

The problem for Iranians abroad is plain: the system only opens from inside Iran. If you own a flat in Tehran, Mashhad or Shiraz and you live in Toronto or Frankfurt, the page you are required to file on will not load for you at all.

And like the rest of Iran's government portals, the error you get explains nothing. The page hangs, or stops with a network error. The block happened before the sign-in screen.

What opens with an Iran IP

Route through a real Iranian IP address and the system sees you as a domestic user:

• The Amlak va Eskan portal — filing and editing your residence and property declaration.

Step by step

1. Install Iran IP VPN on Windows, Mac, Android or iPhone. A desktop browser is far easier for long declaration forms.
2. Sign in with Google or Apple; the free tier activates with no card.
3. Connect, then open the portal.
4. If you had the page open beforehand, hard-refresh it (Ctrl+Shift+R, or Cmd+Shift+R on Mac).
5. Sign in. The verification code goes by SMS to the Iranian number tied to your national ID.

Declaration forms are long and the system slows down at peak hours. Make sure your connection is stable before you start, and if you get cut off partway, begin again rather than relying on an expired session.

Things worth knowing

• An Iranian mobile number is needed for the verification code. SMS runs on the mobile network, not the internet — roaming or a dual-SIM phone in Iran works.
• Track the deadlines yourself. Filing deadlines change, and official notices go to your Iranian number, which you may no longer carry.
• A VPN is not a power of attorney. Anything requiring a physical signature or a notary visit still needs someone in Iran — if you are selling, the Divar guide covers that part in more detail.
• Incorrect records — a property wrongly registered in your name, say — are an administrative matter that network access does not solve.
