Iran SIM top-up from abroad — Irancell and Hamrah-e-Aval with an Iran IP

A small errand that becomes impossible from abroad

Topping up an Iranian SIM from outside Iran ought to be the simplest thing in the world. In practice every route you try hits a wall: the Irancell and Hamrah-e-Aval sites will not open from abroad, Iranian payment apps will not connect, and online payment gateways fail at the moment you confirm.

The reason is always the same. Iranian operators and payment gateways run on domestic infrastructure and refuse IP addresses outside Iran. Your account is fine, your card is valid — you are simply connecting from the wrong place.

What becomes possible with an Iran IP

Route through a real Iranian IP address and you get:

• Buying Irancell, Hamrah-e-Aval and Rightel top-ups from the operator's own site or app.
• Buying data bundles for your own SIM or your family's.
• Topping up from inside your banking app — usually the easiest route; see the Hamrah Bank guide.
• Paying utility bills — electricity, gas, water, landline and municipal charges.
• Paying postpaid mobile bills.
• The operator's account panel for usage and bundle renewals.

Which route gives you the least trouble

You have three options, and they are not equally good:

1. From inside an Iranian banking app. The best option. Top-ups and bill payments happen inside the banking app, so there is only one session that has to work and the dynamic password is right there.
2. From the operator's site or app. It works, but it usually requires signing in with an Iranian number and an SMS code, then sends you to a separate payment gateway.
3. From third-party top-up sites. These work, but their quality varies enormously and you still need an Iranian bank card to pay. If you are choosing between routes, use the banking app.

Step by step

1. Install Iran IP VPN on Android, iPhone, Windows or Mac.
2. Sign in with Google or Apple — the free tier activates with no card.
3. Connect and let the status settle.
4. Open your banking app or the operator's site. If the app was already open, close it fully and reopen it.
5. Enter the number, pick the amount, and confirm with your dynamic password.

Check the number twice. A top-up sent to the wrong number is effectively unrecoverable.

What you still need

• A valid Iranian bank card. Iranian payment gateways do not accept foreign cards, and a VPN does not change that.
• A dynamic second password. If it is set to SMS, you need a live Iranian SIM. The in-app generator removes that dependency.
• A SIM that has not been deactivated. Prepaid SIMs are cancelled after a long period of disuse; those cannot be topped up and have to be sorted out in Iran.
